Born February 28, 1960 to Zellie and Ida Baugh the last of four boys (John, Herbert and Jerry) Married to Diane Lee Bulger for 24 years, a Chemist with Harford County Maryland Water Department.
Two children Kimla Diane, a graduate of Bowie State University, and Micah Lane Zellie, currently attending Joppatowne High School and one grandson Jadon Anthony Ross.

Native Baltimorean graduate of Paul Laurence Dunbar High School, Loyola College and studied at St. Mary's Seminary all of Baltimore Md.
Preached initial sermon on February 19, 1986 at Bethel A.M.E. Baltimore under the leadership of Bishop John R. Bryant.
Ordained Itinerant Deacon 1989, Ordained Itinerant Elder 1991 by Bishop H. Hartford Brookins. Served at Bethel until December 1990 transferred to Payne Memorial A.M.E. to serve under Bishop Vashti McKenzie as Assistant Pastor.
Sent to Pastor St. John A.M.E. Pocomoke City Md. by Bishop H. H. Brookins in 1992.
Given call to Pastor the Historic Ebenezer A M.E. Church Baltimore November 2002 by Bishop Vinton R. Anderson.
Served as Head Marshall for the African Methodist Episcopal Church Baltimore Annual Conference for four years. Presently serve as Dean Conference of the Institute.
Presently employed by the Baltimore City Health Department as Director of Early Intervention Services.
